How much trouble is it to obtain a title for a car sold at an impound auction?

Iwas offered to bid on a car to be sold by the police for unpaid traffic tickets, towed and never reclaimed, etc. How much trouble is it to get a clean title for the impound auction cars. Can the car owners or the title holders give me any trouble if I buy the car and ask for the title to this type of auction? They sell these cars to used car dealers, so I want to know what I am getting in to, before I decide to do it.

At a car auction do they check the tags and inspection to?
